CHAIRMAN - MR. KM YEUNG
Mr. KM Yeung is Chairman and co-founder of TPMA, which specialises in Public Private Partnerships on project development and management, and mergers and acquisitions of engineering practices in Hong Kong, China, Australia and South East Asia. KM has over 40 years experiences in project management, study, design and construction of a wide range of civil and structural engineering works in Hong Kong, China, Singapore and Canada, covering major infrastructure works including highways, railways, tunnels, site formation, reclamations, theme park, container terminals, airports and railway terminus, sewage treatment works, area wide storm drainage discharge tunnels and utilities supply works for governments, developers and financial institutions.
KM was the Managing Director and then the Chairman with Mott MacDonald Hong Kong Limited. KM was the Project Director of the detailed design team for Lok Ma Chau Cross Border Railway Terminus, and for the contractor detailed design of MTR Shatin Central Link Sung Wong Toi Station and Tunnels, and for various tunnels in Hong Kong University Station and Kennedy Town Station of the MTR West Island Line. He was also the Project Manager of the MTR Ngong Ping Cable Car Study and the Project Director of various design teams involved in the tender design or detailed design of Kowloon Southern Link, Shatin Central Link and South Island Line.

Mr. Billy Tam is the Managing Director of TPMA which provides professional project management services on PPP infrastructure projects. Mr. Tam is a qualified civil engineer with over 40 years experience in planning and implementation of PPP railway projects in Hong Kong, mainland China and Southeast Asia. Mr. Tam’s expertise covers full life cycle of new railway projects including strategic planning, financing, feasibility study, contracting, design, construction and testing & commissioning.
Mr. Tam undertook Project Manager position of MTR Corporation for the Tuen Mun Light Rail Project (1985-1995); the Light Rail Integration with West Rail Project (1995-2005); and the Beijing Metro Line 16 PPP Project (2014-2019). Mr. Tam also act as Project Manager of Project Manager Consultant for the Shenzhen Metro Line 3 (2005-2008) and Project Manager of EPC Contractor for the High Speed Rail PPP Project in Thailand (2020-2021). Mr. Tam worked as Business Development Manager of MTR Corporation (2008-2014) on PPP railway projects in mainland China.
Mr. Tam is Corporate Member of The Hong Kong Institution of Engineers, Member of the Infrastructure Development Advisory Committee of Hong Kong Trade Development Council, Member of Belt and Road Global Annual Roundtable. Mr. Tam holds a Bachelor of Engineering (Honour) degree in Civil and Structural Engineering from the University of Sheffield in United Kingdom and a Master of Business Administration degree from Warnborough University in United Kingdom. Mr. Tam also holds the APMG Certified PPP Professional (Foundation) Certificate and the NEC4:EEC Project Manager Accreditation Certificate.

SENIOR ADVISOR - MR. WALTER CHAN
Mr. Walter Chan is the Senior Advisor and co-founder of TPMA. Walter is in charge of strategic business planning in pursuits of Public Private Partnerships projects in China and overseas, and the merging and acquisitions of engineering consultants in Australia and Singapore. Formerly, Walter was Project Deputy General Manager with Shenzhen Everbright City Development Company Limited, China responsible for the PPP financing solution and feasibility study of the Shenzhen Metro Line 3 East Extension, using "Rail + Property" project delivery approach.
Walter was the Director of URS (AECOM now) in charge of the infrastructure group with responsibility for building, railway, tunnelling, highway, bridge, urban and water projects. With over 40 years’ experience in project management, design and construction of multi-disciplinary engineering projects, Walter is an expert at directing complex, large scale infrastructure projects in urban settings, most notably in Hong Kong but also in Australia and China. He is the Honorary President of the Institution of Public Private Partnerships Hong Kong advocating the creation of a learnt society platform for members to maximize the PPP opportunities overseas and China.

GENERAL MANAGER - MS. MOON WEI
Ms. Moon is General Manager of TPMA. Moon is responsible for PPP projects, project management and merger and acquisitions in China. Moon was the Assistant Project Manager of Shenzhen Everbright City Development China, responsible for the PPP financing solution and feasibility study of the Shenzhen Metro Line 3 East Extension using the "Rail + Property" model. Moon is responsible for training of World Bank Group PPP Certification Program. In 2017, Moon was the Chief Editor of the Chinese translation of the PPP Certification Program Guide published by the World Bank Group. Moon is Honorary Secretary of the Institution of Public and Private Partnership Hong Kong.

CHIEF OPERATION OFFICER - MR. DAVID LEUNG
Mr. David Leung is a professional engineer with extensive experience in railway maintenance and operations. With over 30 years of working in Hong Kong MTR Corporation, David had taken up several senior positions including General Manager – Infrastructure and General manager – Technical & Engineering Services. David then became the Chief of Operations Engineering between 2011 and 2013 responsible for the overall asset management of the whole operational railway system in Hong Kong. The railway assets managed include rolling stock, permanent way, signalling, power distribution, communication, automatic fare collection as well as railway structures. David was also the head of a PPP railway project for the construction and operations of a railway line in China. David was also involved in other overseas projects in Europe and the Middle East.

CONSULTANT - PROFESSOR MATTHEW YUEN
Professor Matthew Yuen worked for GEC and Babcock & Wilcox in UK before returning to Hong Kong to lecture at the University of Hong Kong. Matthew joined The Hong Kong University of Science and Technology (HKUST) as one of the founding members of the Department of Mechanical and Aerospace Engineering in 1992. Matthew had served as the Associate Dean of Engineering, the founding Director of the CAD/CAM Facility and the founding Director of the EPACK Laboratory at HKUST. Matthew was also the Director of the Technology Transfer Center at HKUST and Vice President of the HKUST R&D Corporation for the period 1998-2007. Matthew was the Acting Vice-President of Research and Development, and President and CEO of HKUST R&D Corporation for the period 2009-2010. Matthew is currently chairing the Board of Examiners of the Hong Kong Management Association Quality Award. Matthew also serves on the Board of two Hong Kong listed companies as Independent Non-Executive Director.

CONSULTANT - PROFESSOR MAN WAI CHAN
Professor Man Wai Chan is a Chartered Surveyor (FRICS and FHKIS) by profession. MW has many years’ experience in development, construction project and facilities management in private and public sectors both locally and overseas. MW was the Executive Director (Project Delivery) of the West Kowloon Cultural District Authority (WKCDA) of Hong Kong. Prior to joining the WKCDA, MW was the Vice President (Projects and Facilities) of the Hong Kong Science and Technology Parks Corporation. He oversaw the planning, development, construction and facilities management of the Hong Kong Science Parks, Innocentre and Industrial Estates. MW is the Founding President of the Hong Kong Institute of Facility Management (HKIFM). In 2007, MW received the Distinguished Building Surveyor award by The Hong Kong Institute of Surveyors.

CONSULTANT - MR. SAM YU
Mr. Sam Yu has over 15 years’ experience in project finance, marketing and event management. Sam initially served as a casual academic at UniSA Business School in 2012, and a consultant at a Chinese magazine in Australia. In 2015, he moved to China and served as Vice President of Tinbowah Investment (Beijing). Since 2018, Sam has served as Regional Partner (China) of FasterCapital (Dubai, United Arab Emirates).
In recent years, Sam focuses in academic and research and serves as Adjunct Professor/Researcher in various universities in China, Thailand and Luxembourg including Soochow University, SKEMA Business School (China), The Australian Studies Centre of Shanghai University, George Washington University MSF at Renmin University of China, Krirk University (Thailand) and The European Business University of Luxembourg. Sam has conducted research on extensive range of topics and issues publications/research papers in public-private partnership, blockchain, FinTech, IoT, smart city, supply chain management, cross-border investments and marketing.

CONSULTANT - MR. THOMAS TAM
Mr Thomas Tam was an Authorised Person and a Registered Structural Engineer with the Buildings Department in Hong Kong. Thomas has over 40 years of experience in civil and structural engineering. Thomas has been involved in railway, bridges, highway and building works. He has been working with MTR Corporation for over 10 years and had held various senior positions in managing railway projects. He was the Project Manager for Ma On Shan Line, a 11.4 km railway line comprising 7 km of viaduct, 4.4 km of at grade section with eight stations and a depot; and the Lok Ma Chau Spur Line, a 3.0 km railway line comprising TBM tunnel and viaduct with a terminal cross border station at Lok Ma Chau. He was also the Construction Manager for the South Island Line (East), a 7.3 km long railway comprising tunnel and viaduct with five stations and a depot. All projects were completed successfully.
Mr Tam has also been working with contractor, Gammon Construction, as Deputy Project Director for the Shatin Central Link Contract SCL1111. It was a railway construction contract for the completion of the northern tunnel at the north of Hung Hom Station. The contract cost was HK$3.3 billion. It was a target cost contract and was a successful example regarded by MTR Corporation.

CONSULTANT - MR. RAYMOND SZETO
Mr. Raymond Szeto is a Chartered Civil Engineering Quantity Surveyor. Raymond has over 40 years of quantity surveying experience in the major civil engineering and infrastructure construction projects. Raymond worked for Mott MacDonald (Hong Kong) taking up positions as Chief Quantity Surveyor, Associate, Director (Infrastructure) and then promoted to main Board Director of Mott's Hong Kong Office. He took up the managing role in preparation of tender documentation, tender pre-qualification process, contractual and commercial issues for two mega government projects, the SSDS Sewage Project (deep sewage tunnels/shafts) and the Airport Core Programme Project comprising the Tsing Ma Bridge, North Lantau Expressway, infrastructure development on North Lantau Development and West Kowloon Reclamation.
Raymond also worked as Project Controls Manager and Senior Contracts Administrator for the KCR Corporation responsible for contract management of the East Rail Extensions. He had worked as General Manager (Commercial) for Chun Wo Construction responsible for managing the quantity surveying department. Raymond is highly experienced in managing construction contracts and claims matters. At present, Raymond is working as the Construction Contracts & Claims Consultant for Continental Engineering Corporation (Hong Kong Office).

CONSULTANT - MR. DAVID YAU
Mr. David Yau is TPMA Consultant is responsible for construction, real estate and IT opportunities having over 30 years in the engineering and property development industries from United Kingdom, Hong Kong and China. David is a Past President of Hong Kong Institute of Value Management (2006/7) and the Chairman of buildingSMART International (HK) Limited (2015-2017). Currently, David is the Council Member of Institution of Public Private Partnerships. Prior to joining TPMA, David was the Director of Operations at Vanke Property (Hong Kong) Company Limited (2013 to 2017) to establish their Hong Kong and Singapore development portfolios, and was a Deputy General Manager of Project Management Department at Henderson Land Development Company Limited for projects in Hong Kong and China (1999 to 2013).

CONSULTANT - MR. ALFRED YEUNG
Mr. Alfred Yeung is a member of Royal Institute of British Architects, Urban Lands Institute, Chartered Management Institute and Association for Project Management in UK. Alfred has more than 30 years of experience in real estate and project management, particularly in the railway property development. Alfred has overseen property development projects and investment portfolio globally in United Kingdom, Europe, North America, Australasia, China and Asia. Alfred is experienced in land assembly, project incubation and feasibility, masterplanning, design, project finance, project management, as well as sales, marketing and disposal. Alfred has also held academic appointments internationally, Alfred is currently a visiting critic at Liverpool University and an Adjunct Associate Professor at Chinese University of Hong Kong.

CONSULTANT - MR. ELVIS LI
Mr. Elvis Li is the CEO and Director of isBIM Limited, the leading Building Information Modeling (BIM) consultant in Hong Kong, Taiwan and China. Over the years, Elvis has extensive experience of planning and implementing BIM(Building Information Modeling) and CMC (Construction Modelling and Control) projects. Elvis has extensive BIM project experience since 2003. Collaborating his experience and knowledge from different fields of the industry, Elvis has successfully created and implemented a series of “BIM assisted” services for building and civil industry from feasibility study, complex geometry modelling, design coordination, 4D simulation, BIM-based quantity take off to facility management phase for over 160 BIM projects in Hong Kong, Shanghai, Beijing, Tokyo, Seoul and Mumbai.

CONSULTANT - MR. HORACE FU
Mr. Horace Fu has over 20 years’ experience including key roles in managing multi-disciplinary projects with focus on time and cost management. Horace is a Chartered Construction Manager and qualified project manager specialised in providing project and construction management consultancy including cost, and time for various types of project. The services provided are strategic programming and planning including works on detailed programming, claims analysis and contract administration. Horace was an Associate Director of TBH Group and is responsible for technical, business development and administrative supports to the Southern Region Profit Centre (SRPC) within Australia and the International Business Unit of the Group. Horace as part of the leadership team has successfully leaded the growth of SRPC in both size and profit throughout the years. SRPC is one the high achiever among the TBH Group. Horace was the Victorian Chairman of CIOB from year 2012 to 2015. Horace is well connected to the Industries in Australia and internationally.
